| it really depends. a big account working with a top agency could be £5-6k a month or more. £1-2k for a smaller account or start up agency.... shop around and budgets can always be massaged! look out for hidden extras they include in the breakdown.

With regards to retainers, it ultimately depends on the size of the company looking for PR support. I have clients that would struggle to pay £1000 a month and I have heard the horror stories from clients that they have been invoiced for £2k a month "with nothing to show".
It is less about how much the retainer should be, but about what the client expects to achieve and what can sensibly be achieved. Managing client expectations is one of the key skills of a PR account manager/director, as well as delivering against an agreed brief.
I would suggest that there should be no hidden charges and that the client is exactly aware of what they are signing up to; forget 12-month locked-in contracts, give the clients a bit of "wriggle room" so that they don't feel trapped by a contract. 3-month opt-outs often go down well.

| Depends on your objectives and strategy. Where I am we have a relationship with local media - thus no cost just small in house time. If you do not have time or contacts look for PR agencies. Cost will depend - if you want someone with large national contact it will clearly cost more - could be a higher ROI, all is down to the objectives.
