I found a great resource called 'the webs too big pr'. Its a unique search facility where you can search for information on the sites of PR agencies, or send an enquiry to up to 9 PR agencies at once. It should help you a lot:

The best advice Id give anyone looking for the right PR agency is to call companies you've seen in all the places you want your brand seen and ask them who does their PR.  Alternatively (or in addition) call journalists whom you want to cover your stuff and ask them if they can recommend a PR agency.

I agree with Happy, the best way to find out who is good is to go on recommendations. Although that site does look cool though.
